Welcome to Our District
The Jefferson-Morgan School District is located in the southwestern corner of Pennsylvania. This rural school district is home to students ranging from Pre-Kindergarten through grade twelve. The district is comprised of two (2) buildings, the Middle School/High School and the Elementary School, conveniently located in a beautiful campus style setting.
Our mission is to provide a learning environment that permits students to reach their full potential. To this end, we believe that the Jefferson-Morgan School District EXCELS! - Educational eXcellence + Caring Environment + Leadership = Success!
Our district strives to meet the developmental needs of our young adolescents, and it is our belief that the total school staff must function as a team, along with parents, students, and the community, to achieve this goal. The personal attention students receive from our professional staff in this small school district can enhance the intellectual development of students' equivalent to the opportunities available in large systems. This caring and supportive philosophy enhances the social maturation of all students.

The Jefferson-Morgan School District is committed to providing a safe, secure, and caring environment. As you realize, the District has experienced bomb threats during this school year. Those threats have been in the form of written notes turned in to a principal or messages or words found written on restroom walls. Responding to these threats has presented many challenges. We understand and share the frustration that you as parents and community members feel, and will strive to communicate with you in a more effective and timely manner.
Currently, both schools have staff in place to monitor the restrooms to deter further threats. The Pennsylvania State Police will provide an assembly in each of the schools. The first one will be on December 4th at the Middle/High School. The District has an All Hazards Planning team that meets at least monthly and will meet more often if necessary to address this situation. District staff is available to meet with any student who may be experiencing distress.
The District's plan provides a framework and procedures for responding to emergencies, hazardous situations, and the type of incidents which have occurred recently. The Administrative team and members of the All Hazards team assess each situation as the first step to action as outlined in the plan. The District also notifies the Pennsylvania State Police, Sheriff’s Office, and Emergency Management of the situation. The decision whether or not to evacuate a building has been and will continue to be based on the evaluation of the situation by the District and those agencies. The primary consideration in such decisions will always be the safety of the students and staff.
You will be notified through the One-Call System of the action being taken in any such situation. Depending upon the situation, this action could be a lock down, evacuation, or school closing.
You will then be notified a second time through the One-Call System when the situation has been resolved. The second call will provide you with assurance that the schools are safe to resume normal operations and will direct you to the District website (www.jmsd.org) for information about the nature of the incident and the steps the District is taking to address it and prevent reoccurrences.
